Both abilities are on the same timer.

The level 10 ability is a /use the does three things:
1) Group Panther.
2) Gives a 10% increased chance to land melee attacks by the person who uses it.
3) Gives a chance for the user's melee attacks to give a relatively low damage DOT proc.
In Mythic's hasty decision to nerf the Dream Sphere to oblivion, not only did they remove #1 in the above list, but they also removed #2 and #3.  Dec 29

The Dream Sphere's self only shapechange spell will no longer be overwritten by the group version.

When a character in panther form is attacked, they revert to normal form and lose all associated bonuses. This change is specific to the Dreamsphere only and does not affect other shapechange forms.

When I use my Dream Sphere I try to switch jewels(b/c im SCed into another jewel) and it starts the timer over at 15mins to reuse again.So as it stands if you plan on using the effects often you gotta keep it equipped so the timer wont start over on you.   Nov 28

Leveling the Artifact:


Strategy:

Location:  a tent encampment at 42.0, 51.3 Stygia Delta.

This is extremely easy to get. Right outside Stygia Haven to the NE is a tent encampment. When the encounter is up the tents are burning, there are burning maus running all over, and there are 5 red con 'Dream-bound Dao' hovering over the tents. Pull the dao 1 by 1 and then go talk to the ghostly mau in the middle of the camp. Did it twice with 2 buffed shield tanks and an earth theurg and that was overkill.

There is a 3rd encounter for the Dream Sphere... 20-30 yellow scorpions.  No matter whether you get the setians, scorpions, or dao, your job is to keep the ghostly mau alive from these tormenters.  You shouldn't kill the other mau running around, as they are actually helping keep/get agro off of the ghostly mau. 
It's safest to come with a full group or more, since there the ghostly mau will have a lot of agro, should you get the scorpion or setian encounter.
Once the encounter safely ends, the ghostly mau will become solid again, and the group leader can speak to him to receive the Dream Sphere.    Nov 26

This is NOT extremely easy to get.  ...It spawned where there were close to 20 dreambound setians that bum rushed the camp to kill the named mob.  Gonna need a small group to complete that....    Nov 24

The encounters are completely random as far as I can tell but we got the Setian one twice and they have very low HPs. Our Zerker said he could kill them in 3 hits and they had about 700 hit points. Easy kill.

Soloed by a Bonedancer:
I solod the Dreamsphere encounter as well, as a 50 BD.  I had no buffs, but had to bind at Stygia Haven (without buffs, the insta dd can kill you, 1100 dmg or so).  Keep fighting (spam lifetap + debuff body) solo red dao's above the tents with 2 healer pets, regardless of what yellows aggro, then train the yellow cons to the haven guards (they have too many hp to bother with).  I killed all 4 then talked to the npc and recieved the dreamsphere.    Feb 7

Tips:

Got an offical word from Mythic CSRs stating that "the Dream Sphere encounter is a RANDOM spawn, there is NO timer associated with the encounter that will guarentee a spawn."  Apr 26 2004

Camped Dream Sphere many times and the spawn time is exactly four hours and one minute, I never found it not to spawn on this schedule!  Jun 2 2004

We tried this artefact several times and always got the setian one. West of the tent camp I noticed roaming setians. About 30 minutes before we tried it again I killed them. We got the dao-Encounter. West of the camp were now dao's instead of setians. I don't  know if they spawned while I was waiting for the encounter to start or after the encounter but there seems to be an connection between the enounter and the mobs west of the tents.  Apr 15 2004

Make sure you get the Daos engaged in melee range before hitting it from range, as they can nuke for 1000+ if you get aggro and aren't in melee range.  If you can avoid the nukes, these guys are easy.  The flaming guys can be confused, mezzed and charmed as well.  Feb 24
