Updates:

Per 1.78 Patch Notes:
Necromancer: There are new versions of several artifacts for Necromancers which better suit the class via usage in shadeform and casting spells through the pet. Any newly attained versions of The Eternal Plant, Staff of God, Tartaros Gift, Belt of Oglidarsh, and Ring of Fire are effected by this change. Artifact Scholar Jarron will accept current versions of these artifact in trade for the newer versions. Please note, all artifact experience will be lost when completing this trade-in.

- Please note that any artifact trade-in will result in a brand new level 1 artifact.

Leveling the Artifact:

Strategy:

Typhon's Reach
After crossing the northernmost west-to-east bridge (starting on west side and crossing over to east side) to get to the neutral taur town, there's a genie-looking mob at the SW corner of the northernmost building. If you speak with her, she will challenge your group's might. If you accept the challenge, you will be ported to an island where 6-8 Tuar Guardians await you. This should be no problem for a well-rounded group w/ decent CC. After killing the mobs, rest up and have another go by talking to the genie again (she ports with you to this island in the beginning). Do this 3 times, speak with her again, and then she will port you to an altar with some purple-conned NPC. Upon the alter is the Ring of Fire.

Our encounter went like this
We had:
2 healers
2 shamans
1 skald
1 warrior
1 thane
<can't remember... was a tank/light tank>

Got everyone to stand on top of me when I spoke with Soleh.  All got teleported to island.  Buffed up, dropped a Rejuv Ward, and when all said ready, I spoke with Soleh.  First wave pops approx 3 secs after speaking with Soleh.  (We had 6-7 mobs in each wave.)  Mobs didn't move towards party for roughly 2 more seconds.  Used AoE Mez, shield Warrior was MA, used small heals.  Things got a tad hectic when the mez wore off (didn't last longer than 20 secs, even with +18% spell duration), but AoE stuns seem to work, and repeatedly.  After each wave, we rested for approx 3-5 mins before initiating the next wave.  Again, it was a bit of a hectic fight, but not too difficult for a group of 45s (avg level of group).

Advice: do combat rezzes if you have a Rejuv Ward up, and especially if you have FoP up.  If someone in the group has EoY, all the better.  At one point, we had lost 4 of our 8 group members.  There's lots of time between waves, so do whatever you have to do to get each wave of mobs down.  Do not use Group Heal or Spread Heals.  These seem to cause the mobs to self-heal if between 1 and 30 percent of health.  Just use single-target heals.  For this reason, I recommend having 2-3 healing class people in the group, and at least 3 shield tanks.

The entire encounter took approx 20 mins, and was teleported to pedistal after 3rd wave.  Received Ring of Fire. (But I didn't get credit for the encounter because I was lvl 43.  I'm told you must be lvl 46 to gain credit, and 46+ to activate.)  Sep 20 2004

Tips:

1) it seems as though there is plenty of time to rest up between waves (we went as long as 5-7 mins one time, to get power back up, lose rez sickness, recast Rejuv Ward, and rebuff)
2) mez works fairly well (ie, they seem susceptable to it)
3) healing in general does not make them self-heal.  The taurs self-heal ONLY if using group heals or spread-heals, and only when the taurs are approx 1% - 30% health.  Single-target heals did not cause self-healing in mobs at any point. (from our experimenting).  Sep 20 2004

Make SURE everybody stands close to Solah when accepting the quest - he tends to leave people behind.  Mar 22 2004

Note that only one group member can get the ring.... when it's picked up, another ring remains on the alter but cannot be taken. Our group leader was able to get the ring.
