This is cool that I can now get this quest since I have
neutral/friendly faction

Glycon is very close to Cetus Dungeon. I don't have a loc but if
you are at the dungeon just keep swimming and u will see a bunch of
mermaid dudes. Glycon is in the main camp near a treasure chest in the
middle of camp. I tried to get the quest from him but he gave me a mean
look because of the bad faction. He was neutral to me even though all
others were aggressive.
